This tutorial was written by Millie on October 22, 2012. 
I used PSPX2 but any version is fine. 
I am assuming the person trying this tutorial has PSP knowledge.

Artist: Jamie Kidd HERE 
I got this tube while it was sold at CILM
Scrapkit: PTU Evening Dew by Gimpstastic Scraps HERE 
Mask: AquaRebel315 Designz - Mask 051 HERE 
Plugins: Mura Meister - copies, Xero - nostalgia, clarity, and porcelain
Font: I used Waterbrush Rob

File - New - 700x700 - transparent
Flood fill with white
Click inside white layer w/ magic wand, new layer
Open paper4, c/p into selection, selections - none
Apply your mask
Layers - New Mask Layer - From Image
Find your mask in source window
Create mask from Source Luminance, hit ok
Merge Group
Open frame 2, resize by 70%, c/p as a new layer
Open paper10, c/p as a new layer and move below the frame
Open tube close up, c/p as a new layer, place so face is in middle
Go to the frame, click inside of it with the magic wand 
Selections - modify - expand by 5, invert
Go to tube layer, hit delete, then to the paper layer and hit delete again
Back on tube, effects - xero - porcelain
effects - xero - nostalgia w these settings:
saturation 73, balance -88, flourescense -77, grain 48, mono contrast 81, color contrast 96
Merge tube down to paper, then merge frame down to tube layer
Ok on merged layer, effects - mura meister - copies with settings below

Open frame 6, resize by 80%, c/p as a new layer, add drop shadow
Move the circle frame under the merged layer
Open flower 4, resize by 50%, c/p as a new layer, with your deform tool rotate it 
so that is standing up, move to the right of the frames, see mine for reference
duplicate flowers, move the duplicate up to the top some 
then go back on the merged layer
Open branch1, c/p as a new layer, place at the bottom of the frame
Open birdhouse, resize by 70% and placed to the right of your frame
Open leaf3, resize by 50%, c/p as a new layer, place to the right of your frame
Duplicate, image - mirror, place to the left of your frame, move it up some
Add drop shadow to both leaves
Open feather jar, resize by 50%, adjust sharpen, c/p as a new layer
Move to the left of your square frame
Open frog, resize by 50%, adjust - sharpen, c/p as a new layer
Move to the right of your frame
Open leaf4, c/p as a new layer, move to the top of the frame, add drop shadow
Click on your mask layer, with deform tool resize it so it fits around the frame
Open your flower1, resize by 80%, c/p as a new layer, move to left bottom of frame
Duplicate, image - mirror, move to the top of your square frame
Open your water droplets, c/p as a new layer
Click on square frame layer
Open your keys, resize by 85%, c/p as a new layer, place to your liking
Delete white layer, merge visible
Xero - clarity - default settings, hit ok
Add copyright, and add your name
